The administrative-territorial units of the Republic of Armenia include the marzes (regions), hamaynks (communities), the City of Yerevan (which has the status of a marz), and the district communities of Yerevan. Public administration is carried out in the marzes and in Yerevan, and local self-governance in the hamaynks.

The territory of the Republic of Armenia is divided into ten marzes, plus the City of Yerevan, which has the status of a marz. Public administration in the marzes of the RoA and in the City of Yerevan is regulated by the RoA Constitution, the laws, the Presidential Decree on Public Administration in the Marzes of the Republic of Armenia, the Presidential Decree on Public Administration in the City of Yerevan, and other legal acts.

In Yerevan and the marzes, public administration is performed by means of implementing the regional policies of the Government and coordinating the activities of regional services of republican executive authorities. The Mayor of Yerevan and the Marzpets (the Marz Governors) shall, within the scope of their authority under the legislation, implement the regional policies of the Government in the City of Yerevan and their respective Marzes in the following areas: finance, urban development, housing and utilities, transport and road construction, agriculture and land use, education, healthcare, social security, culture and sports, nature and environmental protection, commerce, public catering, and services. The Mayor of Yerevan and the Marzpets implement regional policies in the aforementioned sectors by means of the staffs of the Yerevan City Hall and the Marzpetarans, as well as organizations subordinate to the City of Yerevan and to the respective Marzes.

The Mayor of Yerevan and the Marzpets coordinate the activities of regional services of republican executive authorities in the areas of internal affairs and national security, defense, communication, energy, taxes, emergency situations, civil defense, and others.
The Mayor of Yerevan is appointed and dismissed by the President of the Republic, upon nomination by the Prime Minister. Marzpets are appointed and dismissed by the Government. 
The Mayor of Yerevan and the Marzpets are accountable before and report to the Government.
