Generally municipal waste management collection and disposal is implemented on a contractual basis. With respect to the population the contracts are concluded with multi-unit buildings’ authorities (condominiums and others), householders, local self-government bodies (municipalities). Collection of waste (other than municipal waste) from commercial and non-commercial organizations is also implemented on a contractual basis.
The payment collection is carried out in accordance with the contract
The street cleaning and sanitary cleaning, as well as snow clearing of the general territory of the cities (streets, courtyard areas, squares, etc.) is carried out by the waste management organizations in accordance with the contracts between the operator and the municipalities. Payment for these services is made by means of a local budget.
Tariffs
The tariffs for rendered services of municipal solid waste collection and transportation are developed and approved by the local self-government bodies. With respect to population its established 100 dram per capita monthly in Yerevan and 50-80 dram in other inhabited localities. Waste collection and transportation of commercial and non-commercial organizations is carried out by the contractual prices. In the Republic an integrated methodology of tariffs’ calculation is not established.
Waste management monitoring
In the Republic a uniform system for monitoring of the performance and the quality of services provided in the waste management sector has not been established. Procurement and tender procedures and the participation of all parties interested and contract conclusion and payment collection are also not established and these problems required regulation. The responsibilities of the Marzes and Municipalities need to be clarified and regulated.
The contracts that are currently in use are incomplete and do not include all regulations and necessary clauses for bipartite mutual relations provided by legislation. The contracts do not provide the control and application of means of penalties in case of non-performance of services or nonpayment for inadequate services.
